In 1871 an Act was passed by the Bengal Legislature regulating lodging-houses at Puri; it was expected that 3.168 houses would be licensed under the Act, but it appears that only 497 houses have up to this time been licensed, accommodating 14,463 of the 45.000 pilgrims sometimes assembled together at Puri.
